You are trying to open Microsoft Edge while logged in as the domain admin.

2 registry changes below, reboot, fixed! worked!!

Domain administrator could then open Windows 10 Edge, PC Settings, etc. without error message “This app can’t open…”.

HKEY_LOCAL_MACHINE > SOFTWARE > Microsoft >Windows > CurrentVersion > Policies > System

Locate and set the value of 'FilterAdministratorToken' (Note: You may need to create the 32-bit DWORD,) to 1.

HKEY_LOCAL_MACHINE > SOFTWARE > Microsoft > Windows > CurrentVersion > Policies > System > UIPI

Locate and set the value of '(Default)' to 1.
